Besides a complete frame off restoration and sand blasting the rust, what is the best way to treat hard to reach rust on the frame? Has anyone tried any of the spray on 'rust converters'? Do any of them really work?

I have used a brush-on rust converter made by Rustoleum. Worked fine. It's called 'Rust Restore' or something like that.

Most rust converter are simply hydrochloric acid in a gel form. As long as there is sufficient metal you can pour liquid hydrochloric acid into the hard to reach places, then neutralize with a baking soda solution, then flush that out with water Air dry and seal the area against further rust.
